There is only one necessity for basement finishing -- colors and material you choose should bring in the light and brighten the space. This is not the time to experiment with dull colors. Play safe and stick to yellows, creams and other pastels that expand and brighten a room. Basement lighting works best with ceiling lights that are embedded into the ceiling. They don't cause an obstruction when you walk, and provide sufficient light. If you intend to have a kid's study room or home office here, basement lighting becomes even more important.
